Die kanadische Western Potash (WKN A0QZLM), hatte schon im August 2012 die Umweltstudie zu ihrem Kaliprojekt Milestone beim Umweltministerium von Saskatchewan eingereicht (Environmental Impact Statement, EIS). Nun ist die 30-tägige öffentliche Prüfungsphase angelaufen. Nach Ablauf des Zeitraums, in dem die Öffentlichkeit Einsicht in das Dokument nehmen kann, wird der zuständige Minister seine Entscheidung in Bezug auf die umwelttechnische Unbedenklichkeit des Projekts bekannt geben. Western Potash geht davon aus, dass dies noch im ersten Quartal 2013 der Fall sein wird. The EA Approval covers all components of the mine facility including the use of City of Regina treated effluent as the industrial water source for the project. “Environmental Assessment Approval is the final major deliverable required to advance the Milestone Project through financing and into construction. The Company began work on the EA approval process in early 2010, when it began drafting its Environmental Impact Statement (“EIS”). The EIS is the main initial environmental report submitted by a mining company to the government as part of the EA Approval process. The EIS was finalized and submitted to the MOE in January 2013. A mandatory 30-day public review period closed on March 4, 2013. Based on the EIS and public input, the Minister of Environment provided the EA approval to Western Potash on March 28, 2013. The EA approval allows Western Potash to advance the Milestone Project to permitting and construction, which, subject to financing, is anticipated to commence in mid 2013. Utility providers will be responsible for permitting of power, gas and telecommunications facilities.
We have read this Oct2012 article from miningweekly.com and since then we all know that RCFL has announced an Offer for Sale of Equity Shares that would help them raise $1billion... Throw UBS securities in the mix that is working hard for WPX and we will see what the future will give!
RCFL eyes bigger stake in Canadian potash project By: Ajoy K Das 5th October 2012 KOLKATA (miningweekly.com) - India’s Rashtriya Chemicals and Fertilizers (RCFL) was considering increasing its investments and taking majority control in the proposed joint venture (JV) with Canada’s Western Potash to develop the $2.8-billion Milestone potash project, in Saskatchewan. “A higher investment could be put on the table by RCFL to become the favored and majority partner of Western Potash in the Milestone project since the Canadian potash company had other suitors,” an official in the Indian Department of Chemicals and Fertilizers said. “RCFL, in ongoing talks with Western Potash, has committed an investment of $1-billion. But this would make RCFL the junior partner in the JV. Western Potash has shown a willingness to part with a higher equity stake to foreign investors, and RCFL would follow this up, aiming to conclude a deal before current year-end,” the official said. Last month, the Indian government announced a policy directive for the adoption of public-private partnerships (PPPs) between it and private fertiliser companies, aimed towards more aggressive fertiliser mineral asset acquisition overseas. In line with this, RCFL would explore the option of consortium investments with private Indian fertiliser producers, in the Milestone project. RCFL, which is majority-owned by the Indian government and among the country’s largest soil nutrient and industrial chemical producer, aimed to establish long-term security in fertiliser imports through an investment in the Canadian project, with buy-back conditions. India was fully import-dependent in pottasic fertiliser and imported 4.69-million tons a year of potash, accounting for around 50% of the global trade in potash. The Indian government was also considering the possibility of funding the higher investments by RCFL by leveraging the resources of a proposed $1-billion sovereign wealth fund (SWF), to be created specifically for the acquisition of foreign fertiliser mineral assets through PPP initiatives. However, officials in the Department of Chemicals and Fertilizers cautioned that an SWF was still only on the drawing board and investments in the Milestone project should not be delayed until the fund was made operational, since foreign asset acquisitions were competitive and several Indian companies had lost out in the past owing to tardy investment decision-making.

Western Potashs (WKN A0QZLM) Milestone-Projekt in der kanadischen Provinz ist mittlerweile das am weitesten fortgeschrittene, nicht entwickelte Kaliprojekt weltweit, sagen zumindest die Analysten von Northern Securities. Was das Unternehmen reif mache für eine Übernahme durch oder ein Joint Venture mit einem aus Staatsmitteln finanzierten chinesischen Interessenten.
ja man kann nur hoffen das WPX nicht so endet. Aber vergleichen kann man beide Projekte nicht. Erstmal politisch unstabil und nur 1,2 MIO Tonnen pro Jahr für 30 Jahre. WPX politsich stabil 2,8 Mio Tonnen über mind. 40-50 Jahre und die niedrigsten Produktionskosten. Die Chinesen kennen nur billig das ist das Problem die werden sich hüten einen marktüblichen Preis zu zahlen. Hoffe eher auf eine Übernahme durch Mosaic oder Agrium.
Was ist eigentlich aus der Veröffentlichung einer möglichen Beteiligung von Indias Rashtrija Chemicals and Fertillizers (RCF ltd.) an kanadischen Kalifirmen geworden ? Laufen da Gespräche zwischen WPX und RCFL oder haben die bereits wo anders investiert ?
Wunschgedanke: Schön wäre es, wenn sich BHP Billiton an Western Potash beteiligen würde und damit seinen Kaliabbau in Saskatchewan ausbauen würde. Ich glaube jedoch, die großen Firmen fahren den Ausbau von Kaliminien zurück...

Corn production relies on potash-based fertilizer, as do soybeans, rice, sugar and a variety of fruits and vegetables. “Our contribution would be the project,” Costigan explains. “Our partner would match that, depending on what the percentage is. If it’s 60/40, they’d put 60% in, which would be more than the value of our project, and that would be the first equity contribution to the project. Then together we could raise the debt, which we’d repay from operations down the road.”
Western already has mine-building expertise on board. Project director Richard Lock has also served as project director for the Resolution copper mine, now in pre-feasibility, and brought Rio Tinto’s Diavik diamond mine into production. “Those are larger operations under much more difficult conditions,” points out Costigan. “It’s a slam dunk for Richard to build a potash solution mine in Saskatchewan.” Additionally, “We’ve been in the Basin six years and we probably have better geological knowledge than anyone out there.”
With Western Potash discussing a potential JV for a Saskatchewan mine and Pacific Potash preparing for early-stage Brazilian exploration, the two companies might be a study in contrasts. Allana ist allerdings nicht der einzige Kali-Junior, der zuletzt deutlich zulegen konnte. Auch die kanadische Western Potash (WKN A0QZLM), die das Weltklasseprojekt Milestone in Saskatchewan entwickelt, hat eine rasante Aufholjagd hinter sich. Allein gestern schoss die Aktie des Unternehmens um 25% auf 0,75 CAD nach oben.
Western Potash dümpelte lange in der Nähe des 52-Wochentiefs von 0,40 CAD herum, ging dann aber im April ebenfalls in den Steigflug über. Auch dieses Unternehmen hat sein Projekt schon weit vorangebracht. Die Machbarkeitsstudie ist abgeschlossen und die Umweltgenehmigung ebenfalls erteilt.
Allerdings liegen die geschätzten Kosten für den Vollausbau des Milestone-Projekts bei fast 3 Mrd. Dollar, sodass die Finanzierung im derzeitigen Umfeld eine hohe Hürde darstellt. Western Potash sucht seit Längerem einen finanzstarken Partner – unter anderem in Indien und China -, der sich an den Kosten beteiligt. Auch ein Komplettverkauf der Gesellschaft wird dabei nicht ausgeschlossen.
Da es keine Neuigkeiten aus dem Unternehmen gibt und zuletzt „nur” ein wenn auch sehr positiver Artikel in der Leader Post aus Regina in Saskatchewan erschien, dürfte es sich hier um Spekulationen um eine mögliche Übernahme von Western Potash handeln.
