ZELTURA PORT OPENING PROPOSAL - DRAFT Process No. 1:
1.1. Prophecy Coal shall be sending the request letter to the newly established Mining Ministry presenting the perspective of mine site and economical parameters with export volume, target market region, employment issues, infrastructure bottlenecks, royalty and taxes perspectives, etc.
Process No. 2:
2.1. The Mining Ministry shall submit an application or request for operating mine site, building the necessary infrastructure, and permission for the exporting through specific border crossing point to the ministry (required agreement or approval from relevant Russian authorities)
2.2. Mining minister shall present the Zeltura port related proposal at the Cabinet meeting, and as a result the Cabinet adopts a Government resolution, which commissions relevant authorities to organize following as a Cabinet Resolution:

4.1. Cabinet will give approval to open border point for Zeltura port. 4.2. The Cabinet (Ministry of Road & Transportation) presents this proposal for Parliamentary approval (this is only related for infrastructure – building road who will invest, when to shift ownership etc.)
Process No. 5:
5.1. The following standing committee will discuss infrastructure related issues only: 5.1.1. Security & foreign policy standing committee 5.1.2. Legal standing committee 5.1.3. Economic standing committee 5.2. Standing committees adopt the proposal and it will presented for final discussion in the Parliamentary section 5.3. Cabinet Resolution for final approval start to work
