Uralkali Cuts Potash Output Target by 8% to Support Price
June 19, 2014 (Source: Businessweek) — OAO Uralkali (URKA), the world’s largest potash company by production, cut its output target for this year by about 8 percent to support prices.
The company cut projected volumes to 11 million metric tons from 12 million tons, Chief Executive Officer Dmitry Osipov said at Uralkali’s Capital Markets Day today in Moscow. The fertilizer maker will continue to consider market conditions when weighing production levels, he said.
Uralkali signed a 700,000-ton seaborne-supply deal with China in January at $305 a ton, covering the first half of 2014. The producer expects talks on the next sea contract may start in September, with an agreement possible in the fourth quarter, he said.
While an April meeting between Dmitry Mazepin, billionaire owner of 20-percent Uralkali shareholder OAO Uralchem, and Belarus President Aleksandr Lukashenko could be viewed as the start of talks with Russia’s neighbor, it’s too early to discuss the terms under which the former partners may restore cooperation, Osipov said. Any future reconciliation would have to be beneficial to both participants, he said.

June 25, 2014 (Source: WSJ) – BHP Billiton Ltd. let an exclusivity agreement lapse that would have given it the right to develop a potash export facility for its Canadian Jansen project at Washington state’s Port of Vancouver.
Port of Vancouver Chief Executive Todd Coleman said he was “confident that we can find a new tenant for terminal five in the near future,” although he said he is also eager to continue discussions with BHP on the possibility of shipping potash through the export hub in the future.

“It’s interesting that Rio is moving forward with potash. It’s a commodity that they hadn’t previously had exposure to, while BHP has been pushing ahead with Jansen for some time,” Liberum analyst Richard Knights said.
“Jansen has been controversial because the potash market looks to be oversupplied in the medium term. At the current potash prices, Jansen isn’t obviously value-accretive for BHP so if Rio goes down a similar path with a project that has similar costs it might be controversial.”
“We are even able to slightly increase prices in some markets,” management board member Andreas Radmacher told journalists during a news conference at the group’s Werra mine in the central German town of Philippsthal.

Fully 95 percent of the world's potash production is used as fertilizer, and is a crucial resource in terms of food security for China's 1.3 billion population. Western Potash, an advanced-stage potash project, is preparing to build a solution mine on the Milestone Property in southern Saskatchewan in Canada - and has developed a strong partnership with China.
"China has a growing potash market which relies heavily on imports", says John Costigan, Western Potash's VP for Corporate Development. "Its emphasis on food security and its recognition of potash as a strategic material make China an ideal partner for us."
In June last year, Western Potash secured a strategic investment from China Blue Chemical, a subsidiary of state-owned China National Offshore Oil Corp and one of the world's largest independent oil and gas exploration and production companies.
"CBC's construction experience in industrial fertilizer facilities and CNOOC's leadership in the fertilizer space were key factors in establishing our partnership," says Costigan. "Our combined experience in the mining, construction and fertilizer sectors will allow us to present a strong consolidated team to the financial community in order to implement this important project."
In addition to having the Saskatchewan government's environmental approval and offering low operational costs, Milestone will be the first potash producer to utilize urban wastewater as process water making it a truly sustainable operation. The project also sits on a geological heat anomaly which enables the mine to reduce its energy costs and potentially become a source of geothermal power.
"We see a maturing relationship between Canada and China," says Costigan. "Milestone represents economic cooperation between our two countries, and marks the entry of this cooperative venture into the leading ranks of global potash producers.
