The TOPOFF 4 scenario begins as terrorists, who have been planning attacks in Oregon, Arizona, and the U.S. Territory of Guam, successfully bring radioactive material into the United States. The first of three coordinated attacks occurs in Guam, with the simulated detonation of a Radiological Dispersal Device (RDD), or "dirty bomb," causing casualties and wide-spread contamination in a populous area near a power plant. Similar attacks occur in the hours that follow in Portland and Phoenix.

Universal Detection Technology Completes Fulfillment of Order From Foot Locker, Inc. for Bioterrorism Detection Kits and for Bio-Defense Training at Footlocker Warehousing Facilities
Universal Detection Technology (www.udetection.com) (OTCBB: UDTT), a developer of early-warning monitoring technologies to protect people from bioterrorism and other infectious health threats and provider of counter-terrorism consulting and training services, announced today that it has fulfilled a purchase order for its bioterrorism detection kits from Foot Locker, Inc. to be deployed at a Footlocker warehouse. As part of its contract, the Company has also provided a training session on use of the kits as well as the threat of bioterrorism which was conducted at a Footlocker Warehouse Facility.
The sale of kits and the training program to Footlocker is the first sale of UDTT's detection equipment to a large private industry commercial customer. Universal Detection Technology (http://www.udetection.com) (OTCBB: UDTT), a developer and provider of early-warning monitoring technologies to protect people from bioterrorism and radiological weapons, issued an analysis of the prevalence of Airborne MRSA (Methicillin-Resistant Staphylococcus Aureus). UDTT designed a Microbial Event Monitor (MEM) designed to monitor the air for airborne bacteria including the deadly MRSA. The technology is under exclusive license to UDTT from the California Institute of Technology (Caltech) Office of Technology Transfer and is protected under a provisional patent.
According to a study published in the Journal of Environmental Microbiology, the airborne route of transmission is responsible for a large number of MRSA infections. The study found that MRSA infects and replicates in a species of amoeba, called Acanthamoeba polyphaga, which is ubiquitous in the environment and can be found on inanimate objects such as vases, sinks and walls. The amoeba produce cysts that help spread MRSA, meaning that MRSA can be 'blown in the wind' between different locations.
"The general consensus used to be that MSRA was spread through direct contact with material contaminated with the bacteria said Mr. Amir Ettehadieh, UDTT's Director of Research and Development. "However studies have confirmed the airborne spread of MRSA either through dead human skin cells or single-celled organisms," he added.

ITEM 4.01 CHANGE IN REGISTRANT'S CERTIFYING ACCOUNTANT
Effective October 19, 2007, AJ Robbins, PC ("AJ Robbins") terminated
its relationship as Universal Detection Technology's (the "Registrant")
certifying independent accountant engaged to audit the Registrant's financial
statements. AJ Robbins audited the Registrant's financial statements for the
fiscal year ended December 31, 2006 and it reviewed the Registrant's unaudited
financial statements for the fiscal quarters ended March 31, 2007 and June 30,
2007. The report of AJ Robbins on the financial statements of the Registrant as
of and for the year ended December 31, 2006 did not contain an adverse opinion,
or a disclaimer of opinion, and was not qualified or modified as to uncertainty,
audit scope, or accounting principles, except for an explanatory paragraph
regarding the financial statements being prepared assuming that the Registrant
will continue as a going concern.
During the Registrant's fiscal year ended December 31, 2006 and the
subsequent interim period through the date of the termination of AJ Robbins,
there were no disagreements with AJ Robbins on any matter of accounting
principles or practices, financial statement disclosure or auditing scope or
procedure, which disagreements if not resolved to the satisfaction of AJ Robbins
would have caused them to make reference to this subject matter of the
disagreements in connection with their report, nor were there any "reportable
events" as described in Item 304(a)(1)(iv) of Regulation S-B, promulgated under
the Securities Exchange Act of 1934, as amended ("Regulation S-B").
AJ Robbins furnished the Registrant with a letter addressed to the SEC
(the "SEC letter") stating that it agrees with the statements made above by the
Registrant. A copy of the SEC letter has been filed as an exhibit to this Form
8-K.
Effective on October 19, 2007, Kabani & Company, Inc. ("Kabani"), whose
address is 6033 West Century Blvd., Suite 810, Los Angeles, California 90045,
was engaged to serve as the Registrant's new independent certifying accountant
to audit the Registrant's financial statements.
Prior to engaging Kabani, the Registrant had not consulted Kabani
regarding the application of accounting principles to a specified transaction,
completed or proposed, the type of audit opinion that might be rendered on the
Registrant's financial statements or a reportable event, nor did the Registrant
consult with Kabani regarding any disagreements with its prior auditor on any
matter of accounting principles or practices, financial statement disclosure, or
auditing scope or procedure, which disagreements, if not resolved to the
satisfaction of the prior auditor, would have caused it to make a reference to
the subject matter of the disagreements in connection with its reports.
The termination of AJ Robbins as the Registrant's certifying
independent accountant and the engagement of Kabani as its new certifying
independent accountant were both approved by the Registrant's Board of
Directors.

Universal Detection Technology (http://www.udetection.com) (OTCBB: UDTT) (FRANKFURT: P08), a developer and provider of early-warning monitoring technologies to protect people from bioterrorism and radiological weapons, announced today the addition of a new product line to its solutions. The new product is an anti-microbial solution designed to kill over 99.99% of microbes it comes in contact with including the deadly MRSA (Methicillin-Resistant Staphylococcus Aureus).
"We are excited to announce this new product line and our partnership with EMME Consulting," said Jacques Tizabi, UDTT's Chief Executive Officer. "Conducting more experiments on MEM is anticipated to bring us closer to a widely used commercial monitor that can be used in hospitals around the world to monitor the air for MRSA. EMME's anti-microbial products can be used for disinfection and we expect this line to be demanded by users of MEM," he added.
UDTT is conducting research and development on a Microbial Event Monitor (MEM) designed to monitor the air for airborne bacteria including the deadly MRSA. The technology is under exclusive license to UDTT from the California Institute of Technology (Caltech) Office of Technology Transfer and is protected under a provisional patent. In a recent release UDTT announced a partnership with EMME Consulting aimed at jointly testing MEM in hospitals and schools.
UDTT's new agreement with EMME Consulting authorizes EMME Consulting to market UDTT's products and services including MEM, BSM-2000 and bioterrorism detection kits. UDTT is also marketing EMME's anti-microbial solution designed to kill 99.99% of microbes including MRSA. The solution uses a composite of titanium dioxide containing sparing soluble silver chloride that inhibits microbe multiplication thus reducing their populations. Extensive studies show that surfaces treated with the solution remain sterile for days after sterilization.
According to a study published in the Journal of Environmental Microbiology, the airborne route of transmission is responsible for a large number of MRSA infections. In 2005, the illness was responsible for an estimated 94,000 life-threatening infections and recent reports suggest that MRSA is not confined to hospitals with schools throughout the country reporting infections.
